I found barbed wire about an inch underground going through the woods is it safe to dig under?

I am planting some trees and found barbed wire about an inch underground running through the woods in my backyard. I am curious if it is safe to dig under, and for that matter what it could be protecting. Thanks, and I am in southwestern illinois as well.

If it is barbed wire, then it is probably from an old fence line and you should be just fine. However it is always a good idea to call before you dig unless you are certain there are no other utility wires in that area.
